Consider and take action to approve the installation of speed humps on Clear Creek Meadows Drive in the Clear Creek Meadows Subdivision (Acting City Manager)
Background:
If approved, speed humps will be installed on Clear Creek Meadows Drive as requested by the neighborhood.
Based on requests made by citizens along Clear Creek Meadows Drive and the Clear Creek Meadows Homeowners Association (HOA) for speed humps, the City's Traffic and Transportation Department conducted a speed study, as well as field observations and numerous meetings with local residents. The conditions along this roadway are conducive to speeding as it is a long straight roadway. The CenterPoint utility easement crosses it about midblock. Speed studies were conducted on Clear Creek Meadows Drive in the center of the CenterPoint utility easement in both directions. Results of the speed studies show that the 85th percentile is 35.3 mph. The posted speed limit is 25 mph.
The HOA has indicated in writing their support of the speed humps and have agreed to pay half of the cost for the purchase and installation. They have also provided a signed petition that includes 63 percent (34 of 54) of the homeowners along Clear Creek Meadows Drive in support of the speed humps.
The estimated cost to install the speed humps is $5,000, which will be shared between the Clear Creek Meadows HOA ($2,500) and the City of League City ($2,500).
