Consider and take action to enter into a pipeline easement agreement with BridgeTex Pipeline Company, LLC for a 24-inch wide pipeline and in-line valve station (Acting City Manager)
Background:
If approved, the City will be conveying easement rights to BridgeTex Pipeline Company, LLC, in exchange for $106,640.27.
Under a preceding item on this agenda for the Public Hearing and Special Use Permit (SUP), City Council considered a SUP associated with this pipeline installation. An aerial location map from that SUP request depicting the general location of the proposed pipeline is attached. The proposed easement lies within a 16.938-acre portion of the old Interurban right-of-way that the City owns jointly with Galveston County and the Clear Creek Independent School District. The County is Trustee for the City and CCISD for the 16.938-acre tract.
The agreement document (attached) was prepared by the Galveston County Attorney and has been reviewed and approved by the City Attorney. Both the County and CCISD have considered or will be considering this same easement agreement. Per the agreement, the total consideration for the easement rights is $275,000, which will be split as follows:
County of Galveston: $66,740.97
CCISD: $101,618.76
City of League City: $106,640.27
The total pipeline length through the 16.938-acre tract is 6,795.1 feet or 411.83 rods (1 rod = 16.5 feet), making the cost approximately $40.47 per linear foot. Allowable materials to be transported through the line include crude oil, oil products and/or natural gas and any mixtures thereof.
