Consider and take action on amendments to the City Council Governance Policy and Rules of Procedure affecting removal of items from the Consent Agenda (Mayor Paulissen)
Background:
If approved, this item will amend the Governance Policy and Rules of Procedure adopted by City Council to require approval by a majority of Council (specifically, a majority of those members present at a meeting) for an item to be removed from the consent agenda.
At present, any member of Council may remove an item from the consent agenda for discussion and separate action, as outlined in Section 4.13 of the Governance Policy and Rules of Procedure. The proposed change to subsection (c) of that section would require that removal of an item from the consent agenda receive approval from a majority of the members of City Council present at the meeting; without majority approval, the item would remain on the consent agenda.
