Title
Consider and take action on an ordinance amending Chapter 22 of the Code of Ordinances of the City of League City, Texas entitled “Buildings and Building Regulations” by amending Section 22-280 therein entitled “Cross-Connection Control Program” (Director of Finance and Deputy City Manager)

Background:
Approval of this action will update existing ordinance provisions to adhere to current standards, make minor changes to define processes and implement enforcement fees. Section 22-280 of the Code of Ordinances was adopted by the City Council in 2012, as a part of the adoption of the 2009 International Building Plumbing Codes. This ordinance amendment will update that ordinance and authorize staff to implement the standards governing drinking water quality and reporting requirements for public water supply systems promulgated by the Texas Commission on Environmental Quality (TCEQ). These regulations are in place to safeguard the water system by providing protection against health hazards to our water supply.

Under State and Federal regulations, backflow prevention devices are required on all commercial irrigation systems and all commercial and industrial businesses. Property owners are responsible for maintaining the backflow prevention devices in good working order and providing annual test reports to the Water Utility, in this case the City, as proof of compliance. Tests must be performed by a licensed inspector. If customers do not provide evidence of compliance, the water service will be terminated.

Commercial customers will have the following responsibilities:
· Register their backflow system with the City and pay a fee of $35. This is a one-time registration.
· Annually, contract an inspector that is licensed by the TCEQ and registered with the City, to perform the inspection and submit the certification to the City. This inspection may cost between $100-$200 depending upon the inspector and the type of system. If the system is not comp...
