Consider and take action on a resolution authorizing a Professional Services Agreement with Kimley-Horn and Associates for the SH 96 at South Shore Boulevard Intersection Improvements Project in an amount not to exceed $69,000 (Deputy City Manager)

Background:
If approved, this resolution will authorize a Professional Services Agreement with Kimley-Horn and Associates for the SH 96 at South Shore Boulevard Intersection Improvements Project.

This project was presented to the City Council at the January 16, 2016 Council Work Session. The engineering agreement will provide for the preparation of plans and specifications, suitable for obtaining TxDOT permits and bid documents.

The project will provide for dual left turn lanes for eastbound SH 96 to turn onto northbound South Shore; dual left turn lanes for northbound South Shore to turn onto westbound SH 96; dual left turn lanes for westbound SH 96 to turn onto southbound South Shore; lane reconfiguration on southbound South Shore on the north side of SH 96 to provide a right turn lane and straight through and left turn lanes. Also included is the signal mast arms adjustments and the elimination of the crossover at the median opening that allows for left turns exiting Kroger and HEB onto SH 96. It is anticipated that “hooded left turns” from SH 96 to enter Kroger and HEB will be designed; right turn only onto SH 96 will be allowed to exit the stores.

Agenda Item 11G, passed on April 15, 2015, approved Kimley-Horn and Associates as one of the short listed professional service providers for traffic and transportation design services. Kimley-Horn Associates was selected for their professional expertise with these types of projects. Funding for this unprogrammed project will come from a savings from the public safety building. The total estimated project costs are $700,000.
