Background:
City Council adopted the current Governance Policy and Rules of Procedure on January 24, 2012. Those rules contain a requirement that they “be reviewed and adopted on an annual basis.” The rules were re-adopted with no changes in May 2015. The last revision to the current rules occurred in June 2013.
The City Council Governance Policy and Rules of Procedure proposed by this item is a whole new document that re-organizes the rules more logically, deletes redundancies, and re-focuses the rules on the City Council and the members thereof to encourage more efficient and effective governance.
The City Council Governance Policy and Rules of Procedure was discussed at the February 8, 2016 work session meeting and again during the February 9, 2016 regular meeting.
