Title

Consider and take action on a resolution authorizing Change Order No. 1 for a contract with Tikon Group, Inc. for the 2014 Water Line Improvement Project (LC CIP Project No. WT1302) to increase the contract by $61,994.00  (Deputy City Manager)

Background:

If approved, this item will authorize the construction of the water line improvements/upgrades for Columbia Memorial Parkway, between Delesandri Road and the Lake Haven Apartments.

During a recent water line repair on FM 518, at Hyde Elementary near Columbia Memorial Parkway,  the water main along FM 518 and Columbia Memorial had to be shut down to isolate a leak. This impacted water service to all residential and commercial development along FM 518, from Hyde Elementary to Lawrence Road, and along Columbia Memorial Parkway, from FM 518 to Delesandri Road. After evaluating back feed options for future repairs in the subject area, it was found that an addition of 850 linear-feet of 8-inch water line, along Columbia Memorial Parkway, between Delesandri Road and the Lake Haven Apartments, would provide an interconnection of two pressure zones that would enhance ability to maintain service. The addition of this proposed water line segment, will serve this area with a redundant supply of water to avoid such a large area from being effected by an interruption of water service. This connection will also provide improved water quality and increased localized efficiency of the water distribution system. Due to the immediate concerns over this water service issue, we are requesting this extension of water line be included in the 2014 Water Line Improvements Project, which is currently under construction. The cost for this work will be in accordance with the unit items already included in the current contract.

The funds to add the construction of water line extension are available in the project work change directive budget which was authorized by City Council. Since the amount to add this construction exceeds the $50,000 staff approval cap, it is necessary to obtain City Council procedural approval. With approval of Change Order No. 1, the contract amount will be adjusted as follows:

Original Contract Amount                                                                                    $   1,331,820

Change Order No. 1                                                                                                         $     61,994

Adjusted Contract Amount                                                                                    $   1,393,814
