Title

Consider and take action on a resolution authorizing a professional services agreement with Freese and Nichols, Inc. for the update to the City’s Master Mobility Plan in the amount not to exceed $121,750 (Deputy City Manager)

 

Background:

If approved, this resolution will authorize a professional services agreement with Freese and Nichols, Inc. for engineering and planning services related to the update of the City’s August, 2011, Master Mobility Plan.

 

The city has experienced rapid growth since the preparation of the current master plan (2011). The purpose for this project is to provide an update to the plan dated August 2011. The Master Mobility Plan is to provide a framework for the implementation of transportation improvements and investments to accommodate for the long-term growth and development of the City. The update will focus on:

 

                     Any required/desired amendments to the functional class and sizing of major street networks to address 20 year vehicular demands.

                     Reviewing and updating of roadway cross-sections for consistency with the City’s subdivision ordinance.

                     Integrating master planning of private sector developers in the undeveloped southwest section of the City.

                     Provide planning guidelines for various street network/intersection configurations.

 

Work will also include travel demand forecasting based on demographics and land use based on the City’s Master Land Use Plan. Modeling will be facilitated by Houston-Galveston Area Council. The proposal includes up to nine meetings with various stakeholders, including two public meetings to solicit input from citizens. 

 

Freese and Nichols, Inc. has submitted a proposal to perform the engineering and planning services required in an amount  not to exceed $121,750, which includes the following tasks:
