Background:
Approval of this item will authorize the award of Bid 16-029 and the execution of a one year contract to Yellowstone Landscape of Houston, TX, for the following services
· Exhibit A - Rough Cut Mowing $297,874.48
· Exhibit C - Right-of-way Mowing $ 29,229.00
· Exhibit D - Roadside Ditches Mowing $105,708.75
· Exhibit E - Flow Lines and Detention Basins $84,742.35

Exhibit B is being awarded to a different vendor on this same agenda. Purchasing issued a bid solicitation on March 21, 2016 for City-wide mowing services. Bids were received from four (4) vendors for this service. Yellowstone is the lowest qualified bidder and the City’s current provider for Rough Cut Mowing. City staff has been pleased with the vendor’s performance under the current contract and is confident that Yellowstone will be successful.

The fourth area flow line (major outfalls) and detention basins is a new area intended to reduce the City’s cost for this service. Currently staff does all this work in house with the aid of the long reach mowers (Linkbelts and Gradall). The price quoted by Yellowstone is much lower than the City’s current cost (see attached bid tabulation) Yellowstone proposes to do work using a combination of equipment, hand work and the use of an aquatic herbicide on the bottoms to assist with the control of the cat tails and other invasive species.

During the bid evaluation Yellowstone completed a sample section and based on the performance that staff observed, it was felt the vendor’s methodology could be successful in most of the outfalls that are difficult to get equipment into and do not have much standing water.
