Consider and take action on a resolution authorizing: 1)  an agreement with AAA Asphalt Paving Inc., for the construction of the Beaumont Street, Dickinson Avenue to Texas Avenue, Asphalt Overlay Project (ST 1601), in the amount of $343,118.26, 2) an expenditure of up to $34,311.83 for construction work change directives and 3) an expenditure of up to $10,293.55 for construction material testing services (Deputy City Manager)

 

Background:

Approval this resolution will authorize the award of the construction contract to AAA Asphalt Paving, Inc. for the construction of the Beaumont Street Asphalt Overlay Project, and authorize funds for a construction work change directive budget and construction material testing services budget.

 

The purpose of this project is to perform road base repairs and asphalt resurfacing on Beaumont Street, from Dickinson Avenue to Texas Avenue. The existing road base and asphalt surface of this roadway has rutting, distress and cracking, and therefore base repairs and asphalt resurfacing to extend the life of the roadway pavement.

 

The project consists of removing the existing asphaltic concrete surface by roto-mil and installing a 1 ½ inch asphaltic concrete pavement level-up and 1 ½ inch asphaltic concrete surface over the existing roadway. In addition, the existing pavement base will be examined for soft spots and at areas identified will be removed and replaced with asphalt base material. Center stripes and edge lines will be included. 

 

Sealed bids for the project were received August 30, 2016 (Bid No. 16-054).  AAA Asphalt Paving, Inc. submitted the lowest bid in the amount of $343,118.26.  Attached is the City’s engineering consultant’s recommendation of award, along with the bid tabulation.

 

Staff requests the approval of the award of the construction contract and the authorization of funds, as follows:

 

1.                     Construction contract with AAApass Asphalt Paving, Inc. in the amount of $343,118.26.

2.                     Construction work change directive budget in the amount of $34,311.83 (10% of construction amount) that will allow staff to approve minor field changes to expedite decisions and avoid possible construction delays and/or damage claims by the contractor.

3.                     Construction material testing services budget in the amount of $10,293.55 (3% of construction amount). The asphalt materials used in this project, require testing in accordance with the contract documents, whereas the City is responsible to employ and pay for services of an independent testing laboratory.

4.                     For a total amount $387,723.64.

 

This project is anticipated to take 90 calendar days from the notice to proceed.
