Consider and take action on a resolution authorizing a construction contract with Texas Sterling Construction, Co., for the Calder Road Improvements Project (ST1002) in the amount of $7,528,129.70, and the expenditure of an additional $752,812.97 for construction work change directives for a total amount not to exceed $8,280,942.67 (Deputy City Manager)

 

Background:

Approval of this resolution will authorize the award of the construction contract to Texas Sterling Construction, Co. for the construction of the Calder Road Improvements Project, and authorize funds for a construction work change directive budget.

 

This is a joint project with Galveston County. The County is responsible for the design and up to approximately $3,051,205 of the construction costs. The City is responsible for obtaining the additional right-of-way required and construction costs that exceeds the County’s contribution.

 

The project will convert Calder Road, from Ervin Street to League City Parkway, from an open ditch rural roadway to a concrete, curb and gutter, urban roadway with storm sewers. The proposed pavement section will be 3 lanes (two travel lanes and one center turn lane) with a roundabout at Turner Road.   

 

Sealed bids for the project were received August 2, 2016 (Bid No.16-031). Texas Sterling Construction Co. submitted the lowest bid in the amount of $7,528,129.70. 

 

Staff requests the approval of the award of the construction contract and the authorization of funds, as follows:

 

1.                     Construction contract with Texas Sterling Construction Co. in the amount of $7,528,129.70.

2.                     Construction Work Change Directive budget in the amount of $752,812.97 (10% of construction amount) that will allow staff to approve minor field changes to expedite decisions and avoid possible construction delays and/or damage claims by the contractor.

3.                     For a total not to exceed $8,280,942.67.

 

This project is anticipated to take 500 calendar days from the notice to proceed.
