Title

Consider and take action on a resolution approving the purchase of nine (9) police patrol vehicles with related equipment for the Police Department and two (2) ambulance remounts for Emergency Medical Services through various state contract vendors in an amount not to exceed $754,671 (Director of Public Works)

 

Background:

Approval of this resolution will authorize the purchase of nine Ford Interceptor Explorers with related equipment and the remounting and refurbishing of two (2) Frazer Type I 12” Generator Powered Module E2025 ambulance boxes onto 2016/2017 Chevrolet C3500 6.0L gasoline chassis to meet the City’s operating needs by replacing systematically aging vehicles. 

 

Patrol Vehicles

The capital replacement schedule adopted by City Council in 2006 provides for police automobiles to be replaced every six (6) years.  Pursuant to this policy, these 2009 police vehicles were eligible for replacement in 2015. 

 

In general, the Dodge Chargers have had more issues than the previous patrol vehicle, the Ford Crown Victoria.  These issues include but are not limited to suspension, brakes, and camshaft/lifters issues.  Since the beginning of FY2016, twelve (12) Police Dodge Chargers have been brought to Fleet Maintenance with complaints of lifters problems and other engine malfunctions.  In 2016, ten (10) vehicles were replaced (unscheduled) and two (2) had engine replacements.

 

Factoring in the mileage for these unit and the continued maintenance issues with the Dodge Charger fleet, staff recommends replacing nine (9) Dodge Chargers with 2017 Ford Police Interceptors.  By reusing the opticoms from the old vehicles, the total replacement cost for the vehicles will be approximately $551,421 via the State BuyBoard contract.  The delivery time for police vehicles is generally six to nine months.  After the replacement of these vehicles, 22 Dodge Chargers remain with purchase years between 2007 and 2012 in the City’s fleet. The replacement of these remaining vehicles will be requested in future fiscal years as funding allows. 

 

In 2013, the City started buying the Ford Interceptor Explorers as the standard police patrol vehicles.  The cost for these units, including a $400 BuyBoard Contract fee, will be approximately $61,269 each.   Pricing includes base vehicle, graphics, and police specific equipment that cannot be reused from the Chargers.  The vehicles will be purchased from Caldwell County Ford and equipped from Cap Fleet Upfitters utilizing BuyBoard pricing.  Funding is available for this purchase from the Capital Replacement Fund.  

 

Ambulance Remounts

Remount and refurbish two (2) Frazer Type I 12 inch Generator Powered Module E2025 ambulance boxes onto 2016/2017 Chevrolet C3500 6.0L gasoline chassis’ through the Houston Galveston Area Council (H-GAC).

The total cost for this project, including a $600 H-GAC fee, is $203,250. 

 

The purchase list is attached with additional details; including, the make and model of the equipment to be replaced and the price of the new vehicles.   All vehicles will be purchased through cooperative purchasing of BuyBoard and H-GAC respectively.  The utilization of this contract meets formal bidding requirements.
