Title
Consider and take action on a resolution authorizing a construction contract with T Construction, LLC. for the 2015 Sanitary Sewer Rehabilitation Project - Package 2 (WW1201), in the amount of $784,864, and authorizing the expenditure of an amount not to exceed $78,486.40 for construction work change directives (Deputy City Manager)

Background:
Approval of this resolution, will authorize the award of the construction contract to T Construction, LLC. for the construction of the 2015 Sanitary Sewer Rehabilitation Project - Package 2, and authorize funds for a construction work change directive budget.

This project is part of the multi-year systematic rehabilitation of the sanitary sewer system intended to reduce inflow/infiltration, blockages and other failures in the sewer system as indicated in the City’s Sanitary Sewer Overflow Initiative (SSOI) agreement with the TCEQ. The 2015 Sanitary Sewer Rehabilitation Project - Package 1 targeted two major sanitary sewer trunk systems and is currently under construction. The 2015 Sanitary Sewer Rehabilitation - Package 2 will target the Landing Subdivision area, Bayou Brae subdivision area, and a portion of the Bay Ridge Subdivision area. These sewers were constructed in the 1970’s and early 1980’s and are constructed mostly of acrylonitrile butadiene styrene (ABS) truss pipe and clay pipe. The primary method of rehabilitation for these 6 to 10 inch in diameter sanitary sewer collector lines will involve pipe-bursting.

The project generally consists of pipe-bursting 13,100 linear feet of 6 to 10 inch sanitary sewer lines, installation of 2,500 linear feet of 8 to 10 inch cured-in-place-pipelining, reconstruction of individual house service lines, and structural rehabilitation of associated manholes.

Sealed bids for the project were received September 27, 2016 (Bid No. 16-055). T Construction, LLC. submitted the lowest bid in the amount of $784,864. Attached is the City’s engineering consultant’s recommendati...
