Consider and take action on a resolution authorizing change order no. 1 with Lopez Utilities Contractor, LLC. for the 2014 Sanitary Sewer Rehabilitation Project (WW1201) to increase the contract amount by $200,013 (Deputy City Manager)

Background:
Approval of this resolution will authorize change order no. 1 in the increased amount of $200,013 for the construction of the Sanitary Sewer Rehabilitation Project.

City Council awarded the construction contract for the Sanitary Sewer Rehabilitation Project to Lopez Utilities Contractor (LUC) along with authorization of a work change directive (WCD) budget of $116,536.50. The work change directive budget is to be used for minor work changes and change orders that will adjust the contract price and contract time to reflect conditions that arise as a result of the actual construction development, or for additional work items that were not included in the original scope of work.

Change order no. 1 represents a WCD that was issued in May of 2016 in the amount of $42,900, and; the addition of water line adjustments for the Five Corners Intersection Project in the amount of $157,113.

The WCD was for the repair of the 16-inch force main, from the Meadowbend Lift Station, at the FM 518 discharge structure. The force main had failed, causing a sink-hole to develop, along with expelling noxious H2S gases. This repair was added to the Sanitary Sewer Rehabilitation Project in order to respond quickly to the emergency situation utilizing a contractor that was already under contract to the City and had insurances and bonds in-place.

The addition of the water line adjustments for the Five Corners Realignment Project includes the installation of approximately 1200 LF of 6-inch through 8-inch water lines, along with a 16-inch casing crossing FM 518. We propose to add this work to the Sanitary Sewer Rehabilitation Project in order to expedite the adjustments to meet the TxDot schedule for a January 2017 highway project...
