Background:

Approval of this item will purchase a Lecia ScanStation PS30 Laser Scanner Kit through grant #G1705.

Approximately ten years ago, League City Police Department created a Traffic Unit responsible for traffic related issues including investigating traffic accidents. The Traffic Unit is now the Special Operations Unit with Traffic Officers, Motor Officers and Commercial Motor Vehicle Enforcement Officers. When fully staffed, there are seven (7) officers assigned to this Unit. Each of these officers has been trained in advanced accident investigations and accident reconstruction.  In the event of a fatality accident, on-call members respond to investigate the crash and construct a scale diagram for presentation in future criminal trials. Since 2014, the Traffic Unit has reconstructed seventeen (17) fatality crashes. The equipment currently used to precisely measure and record data points at a crash scene, (Sokkia Total Station) was purchased ten years ago, is now obsolete and no longer supported by the manufacturer.

The purchase of the Leica PS30 3D laser scanner will also diminish the amount of time officers will be required to close a roadway after a fatality, as the technology used in this equipment allows for the creation of a 3D image while traffic continues to flow.  Another efficiency provided should this system be acquired, will be a reduction of time spent on other major crime scenes by our Forensics Unit, as this system will allow for digital 3D diagramming of the entire scene in minutes.

On March 8, 2016, the City Council approved a grant application to the Office of the Governor of Texas Criminal Justice Division for 3D Leica Scanner Equipment for the League City Police Department.
