Consider and take action on a resolution: 1) authorizing an Interlocal Agreement with Galveston County Water Control and Improvement District #1 (WCID#1) for the delivery of water and sanitary sewer service to certain areas within League City, Texas and 2) giving written consent for WCID#1 to annex certain areas within League City into the WCID#1 service area (Deputy City Manager)

Background:
Approval of the Interlocal Agreement will authorize WCID#1 to annex the remaining properties to provide water and sanitary sewer services. Annexation allows WCID#1 to levy a property tax (currently $ 0.2005 per $100) as an integral part of their utility rate structure. Taxation would start upon annexation.

While the properties being served by the WCID #1 pay a property tax, they do not charge a capital recovery fee and their water and sewer volumetric rates are lower than the City of League City’s rates.

WCID#1 currently provides water and sanitary sewer service to numerous properties in the proposed limited release area (see Aerial Map), including St. Edmunds Green. For properties within the proposed annexation area, who are not currently served by WCID#1, it would not be practical to extend City of League City infrastructure. WCID#1 has much of the needed infrastructure in place and has expressed a willingness to serve those remaining properties.

WCID#1 has multiple applications from potential customers pending the release of service area by League City. When we went through our annexation of the area of this area last year, our service plan was for WCID#1 to continue to serve this entire area.
