Consider and take action on a resolution authorizing a construction contract with Vaca Underground Utilities, Inc. for the 2016 Water Line Improvements Project (WT1302), in an amount of $1,222,790 and authorizing the expenditure of an amount not to exceed $122,279 for a work change directive budget (Deputy City Manager)

Background:
Approval of this project will upgrade and replace deficient water distribution lines throughout the City. The water line improvement projects have been implemented by the City as an annual program. The program evaluates, and strategically replaces water distribution lines to increase water service quality and fire protection.

The target area for last year’s project was the old town north area (north of Main Street, east of Highway 3, and west of FM 270). The target area for this year’s project is Clear Creek Village which was constructed in the 1960s-1970s, with asbestos-cement water pipes. Asbestos-cement is a brittle material and pipes require regular repair and replacement during wet-dry periods due to subsurface soil movements.

In general, the project consists of the replacement and extension of approximately 16,000 linear feet of 4 to 8-inch water lines. The major portion of these water lines will be installed by auguring, with the existing service lines moved from the old water line and reconnected to the new water line.

Ten sealed bids for the project were received November 15, 2016 (Bid No.17-007). Vaca Underground Utilities, Inc. submitted the lowest bid in the amount of $1,222,790. Attached is the City’s engineering consultant’s recommendation of award, along with the bid tabulation. Staff is requesting approval of a work change directive budget not to exceed $122,279 (10 percent of bid amount) that will allow staff to approve minor field changes to expedite decisions and avoid possible construction delays and/or damage claims by the contractor.
