Consider and take action on a resolution to ratify a construction contract with DWC Management, LLC - David Wright Construction Co., Ltd. for the emergency repair of a 30-inch storm sewer pipe outfall on Harbourside Way in an amount not to exceed $70,518 (Director of Public Works)

 

Background:

Approval of this resolution will ratify a construction contract with DWC Management, LLC - David Wright Construction Co., Ltd. for the emergency repair of a 30-inch storm sewer pipe outfall on Harbourside Way in an amount not to exceed $70,518.

 

In the Waterford Harbour development, a 22-foot deep sinkhole formed next to the residence at 413 Harbourside Drive.  The sinkhole was located at the first storm water manhole upstream of the 30-inch storm sewer corrugated metal pipe (CMP) that penetrates through the bulkhead to outfall into the marina. Dye testing revealed evidence of infiltration through the manhole walls. Steps were taken to seal the manhole walls, backfill around the manhole, and return the ground elevation to the contours that existed before the sinkhole first appeared.  The sinkhole, however, subsequently reappeared, leading staff to conclude that the 30-inch CMP, which is submerged at this location, is compromised in some manner and will require structural repairs.

 

The method of repair will consist of the slip-lining of the 30-inch CMP with a polyethylene pipe, sealing the annular space between the CMP and slip-lining with a cement grout, and restoring the yard and landscaping. The difficult task will be the construction of a temporary coffer dam in the marina and the dewatering for installation. The access to the outfall location is proposed via a barge.

 

Staff solicited quotes from local contractors that have performed several emergency repairs for the City in the past.  The quotes received were as follows:

Based on the response for quotes, staff authorized David Wight Construction Co. to proceed with the emergency repairs. Funds are available for this repair in the Street and Drainage Repairs and Maintenance Budget item.  Since cost for this emergency repair exceeds the normal staff approval level of $50,000, staff is seeking Council’s ratification of the construction contract for the emergency repair.
