Consider and take action on a resolution to ratify the contract with D. Wagner Construction Co., Inc. for the emergency repair of the 42-inch gravity sewer line on Butler Road in an amount not to exceed $132,600 (Director of Public Works)

 

Background:

Approval of this resolution will ratify the contract with D. Wagner Construction Co., Inc. for the emergency repair of the 42-inch sanitary gravity sewer line on Butler Road in an amount not to exceed $132,600. 

 

On Friday, January 13, 2017, city staff responded to a report of a large diameter sinkhole along Butler Road, near the YMCA facility, north of League City Parkway. The sinkhole was located adjacent to a 42-inch gravity sewer running along the west side of Butler Road. The following day, Staff utilized the City’s closed circuit television (CCTV) camera to evaluate the pipe damage and confirmed the failure of a buried manhole structure that was used for a change in pipe-run direction. This critical 42-inch gravity sewer was constructed in the early eighties and provides service to the majority of Bay Colony, Brittany Lakes, and Dove Meadows subdivisions. Multiple issues add to the complexity of this repair including: the 20 plus feet depth of pipe, pipe material (Hobas), abnormally low three phase power in the repair area, and the large bypass pumping required to ensure service of the large service area during repair activities.

         

Due to the urgency and complexity of the repair, Staff contacted three reputable contractors to evaluate and provide proposals and the results are as follows:

 

              D. Wagner Construction Co.                                          $ 132,600

              Base Construction Co.                                                     $ 135,976

              David Wight Construction                                               No Bid (Provided on-site evaluation but refused to

                                                                                                                              bid due to current work load) 

 

D. Wagner Construction Co., Inc. provided the lowest estimate in an amount not to exceed $132,600, and was given authorization to mobilize on-site beginning Monday, January 23, 2017.  This prompt action ensures continued system functionality and preserves public health and safety during the repair process.  D. Wagner Construction Co., Inc. is expected to complete the repair during the week of February 6th.

 

Funds are available in the Line Repair Department’s utility systems repair and maintenance budget line item No. 5262.  Since the cost for this emergency repair exceeds the $50,000, it is necessary for the City Council to ratify the contract with D. Wagner Construction Co., Inc.
