Consider and take action on a resolution to approve the purchase of a Spartan ERV Pumper with a Metro Star LFD Chassis and equipment as listed in the pumper specifications through H-GAC from Metro Fire Apparatus Specialists, Inc. in an amount not to exceed $625,250 (Fire Chief)

Background:
Approval of this resolution will authorize the purchase, from Metro Fire Apparatus Specialists, Inc., a new pumper in an amount not to exceed $625,250. National Fire Protection Association (NFPA) Standard 1901 states, “that any pumper over 15 years old be placed in reserve status and upgraded in accordance with NFPA 1912 Standard for Fire Apparatus Refurbishing to incorporate as many features as possible of the current fire apparatus standard” It goes on to say that in any case, any apparatus over 25 years old should be replaced.

Current Engine 11, a 1993 Pierce Dash, has reached its 23rd year of service. Due to its advanced age, resellers advise that we can expect to get $10,000 on the used pumper market.

This new pumper will be similar to the last purchased in 2012 with added features including LED scene lights to provide enhanced vision, an enclosed ladder compartment and hose-bed cover. This pumper is to have an aluminum body to make the pumper lighter and costs $10,000 less than one with a steel body.

The FY 2017 budget was approved with a planned purchase of the new pumper at a $600,000 funding level from the capital replacement fund. The current cost proposal is $619,750. Staff is requesting authorization to purchase the above listed pumper at a not to exceed cost of $625,250 in order to allow for change orders that may be necessary as this equipment is being assembled. The additional funding of $25,250 will be provided by savings in the capital replacement fund budget from other equipment purchases.
