Consider and take action to approve a request by the League City Lions Club to grant a variance to Chapter 110, Article I, Section 110-5 of the Code of Ordinances of the City of League City entitled "Parades and Processions Generally" for partial lane closures for traffic control for the “63rd Annual League City Music Festival and BBQ Cook Off” to be held May 5-6, 2017 (Chief of Police)

 

Background:

If approved, this item will allow the League City Lions Club to use City rights-of-way for the purpose of conducting an event. The City will provide equipment to support traffic flow as detailed below. This will be done in accordance with the traffic plan approved by the League City Police Department. The Code of Ordinances of the City of League City, Section 110-5 requires all permit requests requiring the closure or use of state roadways or arterial roadways (as defined by the Master Transportation Plan) within League City to be approved by City Council prior to issuance of a permit. The same section also states that the applicant shall pay all costs associated with traffic control for the event unless City Council approves waiving the costs. All barricades will be manned by uniformed officers and police volunteers to allow for ingress and egress for single access point roadways.

 

The application for a permit was received by the League City Police Department requesting the use of City roadways within the City of League City for the purpose of conducting an event entitled “63rd Annual League City Music Festival and BBQ Cook Off”. This event will take place at Walter Hall Park on May 5 and 6, 2017. This event is estimated to draw approximately 25,000 attendees throughout the two-day festival. The applicant has made a request for a variance for the use of SH 3 N. The applicant

requests the closure of the southbound outside lane in the 800-900 block of SH 3 N. The closure will help facilitate traffic flow into and out of Walter Hall Park during the festival. The City is currently working to renew the five-year traffic plan agreement with the State.

 

The City of League City Street Department will provide the necessary equipment to restrict traffic flow in the areas designated on the map at a total cost of $7,099.75 to be paid by the event. The total includes $3,684.75 in direct hourly labor costs and $3,415.00 in estimated value of traffic control equipment provided. Refer to the cost breakdown sheet for complete cost breakdown.

 

At the March 28, 2017 Hotel Occupancy Tax (HOT) Board meeting, the HOT Board will consider a sponsorship agreement for the event in the amount of $49,500. Included in this agreement is funding for the following costs:

 

                     Media Buys $25,000

                     Entertainment/Stage/Lights/Backstage $14,300

                     Public Safety & Public Works $7,100 (this traffic control)

                     Shuttle Bus $1,500

                     Postage/Printing/Delivery $1,600
