Consider and take action on a request by the League City Lions Club to grant a variance to Chapter 110, Article I, Section 110-5 of the Code of Ordinances of the City of League City entitled "Parades and Processions Generally" for lane closures and to waive City costs associated with traffic control for the “63rd Annual Vintage Village Fair Parade - A Tribute to First Responders” on May 6, 2017 (Chief of Police)
Background:
If approved, this item will allow the League City Lions Club to use City rights-of-way for the purpose of conducting an event. The City will provide equipment to support traffic flow as detailed below. This will be done in accordance with the traffic plan approved by the League City Police Department. The Code of Ordinances of the City of League City, Section 110-5 requires all permit requests requiring the closure or use of state roadways or arterial roadways (as defined by the Master Transportation Plan) within League City to be approved by City Council prior to issuance of a permit. The same section also states that the applicant shall pay all costs associated with traffic control for the event unless City Council approves waiving the costs. All barricades will be manned by uniformed officers and police volunteers to allow for ingress and egress for single access point roadways
An application for a permit was received by the League City Police Department requesting the use of City roadways within the City of League City for the purpose of conducting a parade entitled “63rd Annual Vintage Village Fair Parade - A Tribute to First Responders” on May 6, 2017. This event is estimated to draw approximately 5,000 participants and will begin in the 700 block of FM 518 E. to SH 3, continuing northbound on SH 3 into the south entrance of Walter Hall Park. The applicant has made a request for a variance for the use of FM 518 and SH 3. The applicant requests the closure of FM 518 E. westbound from FM 270 to SH 3 and SH 3 northbound from FM 518 E. to the Nasa Bypass. To ensure League City residents and businesses will be least affected by this event, officers will be at every intersection along the event route to allow for traffic and crowd control.
The City of League City Street Department will provide the necessary equipment to restrict traffic flow in the areas designated on the map. The City is currently working to obtain the five-year traffic plan agreement with the State. Total cost to the City is $19,294.28. The total includes $17,089.28 in direct hourly labor costs and $2,205.00 in estimated value of traffic control equipment provided. Refer to the cost breakdown sheet for complete cost breakdown.
Additionally, the City is entering into a sponsorship agreement with the League City Lions Club for the Music Festival & BBQ Kick-off. Part of the sponsorship agreement will include reimbursement of up to $2,550 in parade expenses to the City as agreed upon by the City and the League City Lions Club. The remaining costs will be funded through the Public Works and Police Department’s general operating budget.
