Consider and take action on a resolution to approve the purchase of replacement Self Contained Breathing apparatus backpacks with Municipal Emergency Services through HGAC Contract EE08-15 for an amount not to exceed $140,827 (Fire Chief)
Background:
Approval of this action will replace the Fire Department’s Self Contained Breathing Apparatuses (SCBA) that have aged to a point that does not comply with the industry standard for firefighter safety. These replacement SCBA backpacks are the second phase of a four-phase process for replacement.
The first phase was executed in 2013 but the program has been on hold since then for budget purposes. The second phase, approved in the FY 2017 budget, fund the purchase of 27 new backpacks at a unit price of $5,671 with up-to-date air supply safety monitoring systems for the firefighters. Phase 3 funding will be proposed for FY 2018 for replacement of the last of the old backpacks. Phase 4 will be proposed for FY 2019 to keep the safety standards of the Phase 1 backpack purchases current.
The backpacks will have firefighter accountability features to allow incident commanders to monitor the condition of the firefighter in the incident for possible life threatening conditions. Municipal Emergency Services (MES) is the distributor for the region that also provides repair and testing services under contract with the City of League City. Scott Safety, the manufacturer of the SCBA backpacks, covers them from manufacturer defect for ten (10) years from date of manufacture.
