Consider and take action on a resolution authorizing a construction contract with Lucas Construction Company, Inc. for the Sportsplex Access Improvements Project - right turn lane on SH 96 (PK1502), in an amount not to exceed $229,320, and authorizing a construction work change directive budget of $22,932 and a construction material testing services budget of $8,117 (Director of Public Works)

Background:
Approval of this resolution will authorize the award of the construction contract to Lucas Construction, Company, Inc. for the construction of the Sportsplex Access Improvements Project - right turn lane on SH 96, and authorize funds for a construction work change directive budget and construction material testing budget.

This project includes the construction of a concrete right turn and deceleration lane on SH 96, into the existing driveway at the Chester L. Davis Sportsplex. This right turn and deceleration lane will provide a much safer access into the Sportsplex without interrupting through traffic on SH 96.

Sealed bids for the project were received May 2, 2017 (Bid No. 17-033). Lucas Construction, Inc. submitted the lowest bid in the amount of $229,320. Attached is the City’s engineering consultant’s recommendation of award, along with the bid tabulation.

Staff requests the approval of the award of the construction contract and the authorization of funds, as follows:

1. Construction contract with Lucas Construction, Inc. in the amount of $229,320.
2. Construction Work Change Directive budget in the amount of $22,932 (10% of construction amount) that will allow staff to approve minor field changes to expedite decisions and avoid possible construction delays and/or damage claims by the contractor.
3. Construction Material Testing Services budget in the amount of $8,117. The concrete and soil materials used in this project require testing in accordance with the contract documents...
