Background:
Approval of this resolution will authorize funding for the emergency repair of the landing ditch slope failure in an amount not to exceed $347,936.

In February 2017, the City was notified by U-Haul Storage that the slopes of the Landing Ditch had failed and the parking lot driveway for their storage facility had been undermined and was in danger of collapsing. The City responded by filling and compacting the void areas under the pavement with cement stabilized sand material, and re-establishing the ditch slope with clay material. Within three weeks after the City’s temporary repair, the slope failed again.

The City employed an engineering geotechnical firm to perform soil borings, evaluate the subsurface soils and slope stability, and to make recommendations for a permanent repair.

It was determined that if immediate repairs were not made, the parking lot drive could collapse, causing severe property damage.

The recommended construction repair generally consists of installing 300 linear feet of steel sheet piling half way up the slope of the ditch to a depth of 25 feet and excavating and filling to reestablish the original slope of the ditch. Once the slope is stabilized, the undermined portion of the concrete parking lot drive will be removed and replaced.

Due to the urgency and complexity of the repair, this expenditure is exempt from the competitive bidding process according to LGC 252.022(a). Staff contacted three contractors to evaluate and provide proposals as follows:
