Consider and take action on a resolution authorizing of a professional services agreement with HR Green, Inc. for package 3 of the 2017 Asphalt Street Rehabilitation Project (RE1704A) in an amount not to exceed $151,388 (Director of Public Works)

Background:
If approved, this resolution will authorize a professional services agreement with HR Green to perform the engineering design and construction phase services related to package 3 of the 2017 Asphalt Street Rehabilitation Project (RE1704A).

The purpose of this project is to perform road base repairs and asphalt resurfacing as part of an annual infrastructure reinvestment program. In general, the construction project will include an asphalt mill and overlay with base repair in select areas. The project was originally bid in two packages. Packages 1 and 2 are currently in the construction phase. The design of package 3 will be funded with cost savings from packages 1 & 2 (FY 2017 budget). Funding for the construction of package 3 will be included in the FY 2018 budget.

Package 3 consists of various streets within the Shellside subdivision as well as west of railroad, east of Hwy 3, and north of Main Street. The approximate length of mill and overlay operation is 18,193 linear feet. Preliminary construction cost for package 3 is $1,491,815.04.

HR Green has submitted a proposal to perform the engineering design and construction phase services not to exceed $151,388.00, which includes the following:

(1) Plans Preparation $ 73,233.00
(2) Bid Phase Services $ 6,866.00
(3) Construction Phase Services $ 5,502.00
(4) Project Management $ 4,124.00
(5) Survey Services $ 60,852.00
(6) Other Direct Expenses $ 811.00
Total $151,388.00
