Consider and take action on a resolution authorizing a professional services agreement with the Ardurra Group for the water, wastewater, and reuse master plans update and other matters in an amount not to exceed $538,818 (Director of Public Works)

Background:
Approval of this resolution will approve the scope of work which update the water, wastewater and reuse master plans and determine the maximum capital recovery fees associated with the proposed capital improvements being master planned. The detailed scope of work is provided in the Exhibit A of the attached professional service agreement.

The City of League City (City) has experienced tremendous residential, commercial and industrial growth in the past several years. In order, to more accurately identify any possible deficiencies and recommend future permanent improvements to the water, wastewater and reuse systems, major updates to the water, wastewater and reuse master plans are necessary. In addition, State law allows cities to collect Capital Recovery Fees (CRF’s) as a legitimate exaction if the public benefit from the exaction is roughly proportional to the burden imposed on the public by allowing the proposed land use (i.e., each use or development must pay its fair share or its approximately equivalent). Section 395.052 of the Texas Local Government Code requires that the land use assumptions and capital improvements plan (Water, Wastewater and Reuse Master Plans Update) for which CRF’s are imposed shall be reviewed, evaluated, and updated every five years.

The Ardurra Group purposes to perform these services for the not-to-exceed amount of $538,818.
