If approved, this item will fill a vacancy on the Civil Service Commission.
City Manager's Appointment:
Position No. 2 Larry Watts term to expire 12/31/2018
Per Section 143.006 of Texas Local Government Code - The commission consists of three members appointed by the municipality's chief executive and confirmed by the governing body of the municipality. Members serve staggered three-year terms with the term of one member expiring each year.
Texas Local Government Code requires a person appointed to the commission to be of good moral character; a United States citizen; a resident of the municipality for more than three years; over 25 years of age; and not have held a public office within the preceding three years.
Mr. Watts has forty years of executive level administration, management, and law enforcement experience including collective bargaining negotiations, contract and state civil service compliance, mediation, problem-solving and project management skills. Mr. Watts started his professional career in law enforcement in the City of Houston where he worked for over 20 years. He continued his career with the Combined Law Enforcement Associations of Texas in a variety of positions and then as a Consultant to the organization until he landed a position with the City of Austin as Director, Labor Relations in 2011.
Most recently, Mr. Watts has provided his services as a consultant and has also been spending time writing and publishing fiction books which can be found via his website.
