Consider and take action on a resolution authorizing an agreement with Fort Bend Services, Inc. for Polyacrylamide Cationic Emulsion Liquid Polymer at a unit price of $1.10 per pound for a total annual amount not to exceed $74,149.02 (Director of Public Works)
Background:
Approval of this resolution will authorize the City Manager to execute an agreement with Fort Bend Services, Inc. for the purchase of Polyacrylamide Cationic Emulsion Liquid Polymer for an estimated annual cost not to exceed $74,149.02 for a period of one (1) year(s), from August 28, 2017 to August 27, 2018 with the option to renew for two (2) additional one-year periods.
This commodity is used for municipal wastewater sludge conditioning and mechanical dewatering at the City of League City’s wastewater treatment facilities; Dallas Salmon Wastewater Treatment Plant (DSWWTP) and Southwest Water Reclamation Facility (SWWRF). It acts as a flocculent agent in the solids/water separation of digested sludge, significantly increasing the water removal efficiency, reducing the overall volume of sludge disposal, therefore reducing costs.
Purchasing issued RFP# 17-038 on April 24, 2017. The RFP was advertised in the Galveston Daily News, posted on the City’s website and emailed to two vendors. Five (5) proposals were received on May 23, 2017. All proposals were evaluated by City staff based on the stated criteria in the RFP for Phase I: Qualifications and Experience. Two proposers, Fort Bend Services and Brenntag Southwest, were selected to move forward to Phase II: Product Performance and Pricing. The evaluation committee selected Fort Bend Services.
Fort Bend: 14.56 lbs/ton x 3 tons/day x 365 days x $1.10/lb = $17,537.52 (DSWWTP)
47.00 lbs/ton x 3 tons/day x 365 days x $1.10/lb = $56,611.50 (SWWRF)
Annual Cost - $74,149.02
