Consider and take action on a resolution authorizing an Interlocal Agreement with Gulf Coast Water Authority for the condition assessment of the 39-inch GCWA Water Transmission Pipeline along Calder Road, from Ervin Street to FM 517, in relationship with the Calder Road widening improvements, from Ervin Street to Cross Colony Drive, in an amount not to exceed $244,913.68 (Director of Public Works)

 

Background:

Approval of this resolution will authorize the Interlocal Agreement with GCWA for the condition assessment of the 39-inch GCWA water transmission pipeline along Calder Road, from Ervin Street to FM 517, in the amount, not to exceed $244,913.68, for this activity.

 

The City proposes to reconstruct Calder Road, from Ervin Street to Cross Colony Drive, which will cause the Authority’s 39-inch water transmission pipeline to be located under the roadway paving. The water transmission pipeline has been in place for over 40 years and the Authority is concerned with the condition of the water transmission pipeline and the Authority’s ability to perform maintenance and repairs to the water transmission line once the roadway widening occurs.

 

While the line exclusively serves League City, it can be used for emergency supply from Houston to points south.  The Authority has agreed to pay 20 % of the costs for the study.  That will determine what, if any, work should be done to the line before the roadway is reconstructed.

 

League City's current project that is in the design phase calls for the reconstruction of Calder Road from Ervin Street to Cross Colony Drive.

 

The Authority will contract for engineering support and management of the project. The Authority will issue purchase orders to their on-call construction contractors and testing services to perform the construction related items and the non-destructive testing of the pipeline.

 

In the previous phase of Calder Road, Ervin Street to League City Parkway, the 39-inch line was lined for the cost of $2,931,000 and should provide many more years of useful life.  A future phase of evaluation will look at the remaining section from State Highway 3 pump station to League City Parkway.

 

 The estimated cost for this condition assessment project:  $306,142.10

 

The City will be responsible for 80% ($244,913.68) of the estimated cost and GCWA will be responsible for 20% ($61,228.42).  A budget amendment will be presented to Council on September 12, 2017 to add project WT1708 Calder Rd South Waterline Rehab with a budget of $244,914.  This project will be funded with cash on hand that was slated for WT1706 New Waterlines to the West Side but based on project timing will not be needed until FY2019.
