Consider and take action on a resolution authorizing an amendment to the professional services agreement with Huitt-Zollars, Inc. for the Downtown Redevelopment Project (ED1503) to add supplemental services in the amount of $97,130 (Interim City Engineer)

Background:
Approval of this resolution will authorize Huitt-Zollars to perform additional design services related to the Downtown Redevelopment Project (ED1503). The additional design services include revising the conceptual design for League Park, an additional public meeting, and additional community outreach.

On May 11, 2016, the City of League City executed a professional services agreement with Huitt-Zollars for planning and design pertaining to Downtown Redevelopment. This included two public meetings, community outreach, reconstruction of Park Avenue from Main Street through East Wilkins, Main Street enhancements from SH 3 to Iowa, construction of a water feature and fountain along the western edge of League Park, updating League Park, and improving the connection from Walding Station to League Park via a pedestrian crossing.

After conducting two public meetings on June 15, 2016 and August 17, 2016 along with extensive community outreach, a conceptual design was developed for League Park, which included a water feature and fountain along the western edge of League Park and a pedestrian crossing at the railroad. Although the conceptual design included improvements to the northern half of League Park, it was determined that these improvements would be postponed due to budget constraints.

The Union Pacific Railroad denied the City’s request for a pedestrian crossing and expressed concern about having a water feature or water fountain close to the operating tracks. Alternate concepts were then developed and presented at a City Council work session on January 23, 2017.
