Consider and take action on a resolution approving the purchase of nine (9) Police patrol vehicles with related equipment for the Police Department through ESC Region 2 "Good Buy" vendors in an amount not to exceed $536,449 (Director of Public Works)

Background:
Approval of this resolution will authorize the purchase of nine (9) Ford Interceptor Explorers with related equipment to meet the City’s operating needs by replacing systematically aging vehicles. The patrol vehicles are being purchased from the Capital Replacement Fund that was approved in FY2018 budget. The purchase timeline has been moved up due to the total loss of a number of Police patrol vehicles impacted by the flooding disaster from Hurricane Harvey. This will allow us to begin a process to order new patrol cars to supplement those impacted by the storm as we wait for the insurance claims to be processed by TML.

The capital replacement schedule adopted by City Council in 2006 provides for Police patrol vehicles to be replaced every six (6) years. Pursuant to this policy, these 2009 and 2010 police vehicles were eligible for replacement in 2015 and 2016.

Factoring in the mileage for these units, and the continued maintenance issues with the Dodge Chargers, Fleet staff recommends replacing nine (9) patrol vehicles with 2017 Ford Police Interceptors. The cost for these units, including a $300 GoodBuy Contract fee, will be approximately $59,605.50 each. The total replacement cost for nine (9) Police patrol vehicles is $536,448.56, utilizing the ESC Region 2 GoodBuy contract pricing. The delivery time for Police patrol vehicles is generally six to nine months. In 2013 we started purchasing the Ford Interceptor Explorer as the standard for Police patrol vehicles.

On August 22, 2017, City Council approved an interlocal agreement with ESC Region 2, which allows the City of League City to purchase using their contract pricing.
