Consider and take action on a resolution authorizing an amendment to the professional services agreement with Binkley & Barfield, Inc. for the Dickinson Avenue Reconstruction Project (RE1702C) to add supplemental services in an amount not to exceed $79,935 (Interim City Engineer)

Background:
Approval of this resolution will authorize Binkley & Barfield, Inc. (BBI) to perform additional design phase services to the Dickinson Avenue Reconstruction Project (the “Project”). The additional scope of services will incorporate drainage improvements along Mulberry Street, Ohio Street and Virginia Avenue into the Project.

On October 25, 2016, City Council approved the professional services agreement with BBI to perform Civil Engineering Design, Land Surveying, and Construction Phase Services related to the Dickinson Avenue Project.

The Project requires the purchase of approximately 1.79 acres of land to allow for the drainage detention associated with the proposed improvements. This property is located off of Dickinson Ave between 14th Street and 15 Street. This 1.79 acres is currently for sale with an asking price of $365,000 or $4.68/square foot (Listing ID #16808164).

Subsequently, the City has requested BBI to include drainage improvements along Mulberry Street, Ohio Street, and Virginia Avenue. By adding this work, the City will no longer have to purchase property to account for the Project's detention requirements and it will allow the City to complete all planned drainage improvements for the Shellside Subdivisioin.

The proposal to perform supplementary services, includes the following (details in Exhibit A-1):

1. Final Design Services for Additional Scope of Work $ 67,910.00
2. Topographic Survey of Proposed Detention Site near FM646 $ 1,675.00
3. Verification of Existing ROWs & Allowance for 10 Parcel $ 3,425.00
4. Additional Amount for Revised League Park Design $ 6,925.00
Total $ 79,935.00
