Consider and take action on a resolution authorizing an agreement with the University of Houston for the use of interns in the League City Police Department's Victim Assistance Program (Chief of Police)

Background:
If approved, this resolution will formalize City Council’s support for signing the affiliation agreement between the University of Houston and League City Police Department’s Crime Victim Assistance Program. By signing this affiliation agreement, League City Police Department’s Crime Victim Assistance Program will be able to utilize graduate and undergraduate students in the social work program as interns to assist victims of crime. The interns assist the Crime Victim Services Program with a complete system of services focused on the needs of people and families victimized by crimes ranging from sexual assault, domestic abuse and child abuse to physical assault, and stalking, among others. Services include orientation and assistance in navigating the justice system, counseling and other assistance related to crisis intervention and psychological support, referrals to community agencies offering emergency services and financial assistance, and education of department personnel, the public and local service providers regarding crime victims’ needs and rights in the criminal justice system.

League City Police Department’s Crime Victim Services has been working with the University of Houston since 2012. The agreement is for graduate-level interns from the Main Campus and undergraduate-level interns from the Clear Lake Campus.

The grant, through the Office of the Governor, requires the League City Police Department’s Crime Victim Services Program to utilize unpaid interns. Having interns results in lowering the City’s financial obligation, which is 20% of the total cost of the two-year program of $231,528.43. The City’s match is $46,375.69.
