Title
Consider and take action on a resolution authorizing an amendment to the professional services agreement with Freese and Nichols, Inc. for the update to the City’s Master Mobility Plan (ST1603) to add supplemental services in an amount not to exceed $35,300 (Director of Engineering)

Background:
Approval of this resolution will authorize Freese and Nichols, Inc. (FNI) to perform additional engineering and planning services related to the update of the City’s August 2011, Master Mobility Plan.

On August 9, 2016, City Council approved the professional services agreement with FNI to perform Engineering and Planning Services related to the Update of the City’s Master Mobility Plan. This update is intended to provide a framework for the implementation of transportation improvements and investments to accommodate for the long-term growth and development of the City.

The original scope called for the use of the Houston Galveston Area Council (HGAC) for an updated run of their Regional Travel Demand Model (TDM). During the modeling process, FNI experienced setbacks with the HGAC Model, starting with how data was to be inputted to the realization that the travel model forecasts provided by HGAC were not appropriate for applications related to Level of Service calculations.

Subsequently, the City has requested FNI to provide a proposal to account for the reconciliation of data collected and information provided by HGAC. The City also requested FNI to add four additional intersection analysis (Landing Blvd & FM 518, League City Parkway & Brittany Lakes, Bay Area Blvd & FM 518, and League City Parkway and Bay Area Blvd.). By adding these intersections to the list that was part of the original scope of work, allows FNI to have existing traffic counts and existing congestion. With this information, FNI will be able to use sound planning principals across the City’s thoroughfare network and streamline the reconciliation process.
