Presentation of information regarding the City of League City and the UTMB Systems as a Preferred Network Arrangement under the City’s Medical Plan options (Director of Human Resources and Civil Service)

Background:
As the City of League City looked at options to reduce healthcare costs for the City’s employees and their dependents, one option that the City had not been able to receive information prior to approval of the plan changes for FY 2017-2018 was the possibility of including a preferred benefit tier via the UTMB system. This option has been of interest since early spring by Councilman Long and has been an option via the Kelsey Seybold Clinics but not previously available via UTMB. Details were negotiated via IPS Advisors, the City’s Benefit Consultant, UTMB and Cigna in late August and are now ready for discussion. This preferred network arrangement is being presented and will amend the City’s Medical Plan effective early 2018, further minimizing the out-of-pocket costs for City employees and their families should they opt to use the UTMB system.

Additionally, the Care Here Clinic contract is scheduled for renewal or expiration on January 31, 2018. Under this contract, the City must provide no less than 30 days’ notice should the City opt to cancel the contract. In FY2017, the estimated cost for use and maintenance of the clinic is approximately $426,000.00.

With the UTMB Preferred Network Arrangement, employees and their families would have access to the following services:
· Inpatient, outpatient and emergency care from three hospitals in League City and nearby locations
· Primary Care and Specialty Physician service geographically dispersed through Galveston and Brazoria Counties
· Option to have reduced or no-cost generic prescriptions
· Reduced deductible, copayment amounts and coinsurance percentages
