Consider and take action on a resolution authorizing the purchase of a replacement fire pumper and a new fire pumper at a total cost of $1,233,422 (Fire Chief)

Background:
Approval of this item will authorize the City to purchase two (2) Spartan pumper trucks on a Metro Star Chassis for the Fire Department. One (1) pumper truck will replace the 1993 Pierce (Engine 44), which was approved in the FY2018 budget. The additional pumper truck being purchased will replace the 2008 Spartan (Engine 6). New pumpers take a year or more to construct and deliver. The attached fire pumper inventory spreadsheet will show the current location of the pumpers to be replaced, and the pumpers being moved to active reserve status. The 1993 Pierce (Engine 44) will be removed from service, and the 2008 Spartan (Engine 6) will be moved to active reserve status. The active reserve pumpers are used for callouts.

The second Spartan pumper was scheduled for purchase in early summer 2018 with the sale of debt, as part of the Capital Improvement Program. Later this year, Spartan will be executing a new contract with HGAC, with the price of the same Spartan pumper and similar specifications we are purchasing are scheduled to increase by approximately $25,000 each. By adding the second replacement Spartan pumper to the HGAC contract with the replacement pumper, the City will receive the current pricing, and will not be paying the HGAC order processing charge. In addition, by pre-paying for the truck chassis for both pumpers, the City will save an extra $14,078. The total price on the HGAC contract of $1,223,422 reflects these cost savings.

The cost for both pumpers is $1,223,422, with an additional $5,000 per pumper added for unforeseen expenses, for a total cost requested of $1,233,422.
