Consider and take action on a resolution authorizing the purchase of 27 replacement Self Contained Breathing Apparatus backpacks with Municipal Emergency Services through HGAC contract EE08-17 for an amount not to exceed $140,827.41  (Fire Chief)

 

Background:

Approval of this item will authorize the City to purchase 27 Self Contained Breathing Apparatus (SCBA) used by the Fire Department in an amount not to exceed $140,827.41 from Municipal Emergency Services.  The current SCBAs have reached an advanced age and thus, they do not have the features that are now the industry standard for firefighter safety.  These 27 replacement SCBA backpacks are to be the third phase of a four-phase process for breathing air backpack replacement. 

 

The first phase was executed in 2013, but the program has been on hold for budget reasons.  The second phase was the purchase of 27 more new backpacks in 2017, with up-to-date air supply safety monitoring systems for the firefighters.  In addition, the backpacks have firefighter accountability features to allow incident commanders to monitor the condition of the firefighter during the incident for possible life-threatening conditions. Phase 4 will be scheduled for FY 2019 to allow the original backpacks purchased in 2013 to be upgraded to match all the others.

 

The 27 replacement backpacks will be purchased from Municipal Emergency Services (MES), utilizing HGAC contract pricing, for a total cost not to exceed $140,827.41.
