Consider and take action on a resolution approving a third amendment to the professional services agreement with WSP USA, Inc. for the North Extension of Landing Boulevard Project (TR1105) to add additional environmental services in an amount not to exceed $62,672.07 for a total contract amount of $883,060.51 (Director of Budget and Project Management)

Background:
Approval of this resolution will authorize WSP USA, Inc. (WSP) to perform additional services related to the environmental assessment portion of the Preliminary Engineering Report.

On February 28, 2012, City Council approved the professional services agreement with WSP to perform Engineering and Construction Administration Services for the North Extension of Landing Boulevard Project. The City is currently limited on north/south routes crossing Clear Creek. This extension will provide much needed relief to the congested area along FM 518, immediately west of IH 45. This connection will also accommodate for the long-term growth and development of the City

This project was included on the 2017-2020 Houston Galveston Area Council (HGAC) Transportation Improvement Plan, with the construction cost being shared between Federal and Local Government funding, at an initial rate of 80-20 percent split, respectively. The Federal funding of the project is administered by TxDOT and on April 17, 2014, a resolution was approved by City Council to enter into an Advance Funding Agreement with TxDOT.

Amendment 1 was approved by City Council on September 11, 2014, which authorized additional Environmental evaluation services to complete the Preliminary Engineering Report and Environmental Assessment. Amendment 2 was approved by City Council on April 4, 2015 to perform partial abstracting, surveying and preparation of right-of-way maps, which was initially identified to be part of Final Engineering.
