Consider and take action on a resolution authorizing change order no. 1 with Precise Services, Inc. for the SH 96 at South Shore Boulevard Intersection Improvement Project (ST1602) in an amount of $66,861.51 for a total contract amount of $499,489.36 (Director of Budget & Project Management)

Background:
On January 10, 2017, City Council awarded the construction contract for the Intersection Improvements at SH 96 and South Shore Boulevard to Precise Services, Inc. in the amount of $432,627.85, and authorized a work change directive and construction material testing services budget of $56,563. The work change directive budget is to be used for minor work changes and change orders that will adjust the contract price and contract time to reflect conditions that unexpectedly arise because of the actual construction development of the project.

Change order no. 1, in the amount of $66,861.51, represents a design change directed by TxDOT. On October 18, 2016, Kimley-Horn, the City’s design consultant, submitted Engineering drawings to TxDOT for review. Approval was received in June 2017. Precise Services, Inc began construction on August 14, 2017. On October 10, 2017, the Maintenance Division of TxDOT notified the Contractor that the proposed road section was not in accordance with Galveston County Area Office standards. It was determined that stabilization of the existing subgrade was omitted from the design. Kimley-Horn acknowledged their omission and have provided revised drawings and assisted with preparation of this Change Order, at no additional cost. Had the subgrade stabilization not been omitted from the Engineering drawings, the proposed increase of $66,861.51 would have been included in the original contract amount.

This change order will add 84 calendar days to the construction schedule, with an anticipated completion date of January 9, 2018.
