Background:
Approval of this resolution will ratify a disposal agreement with Republic Services Inc. for the utilization of the North County Landfill and disposal of Hurricane Harvey related storm debris.

The City of League City entered into a Debris Disposal Agreement with Republic Services Inc. on September 13, 2017, for the utilization of the North County Landfill, located at 2015 N. Wyoming Ave in unincorporated Galveston County, for the disposal of Hurricane Harvey related storm debris. The agreement established a unit cost of $5.50 per cubic yard, along with various fees that include an administrative fee of $10.00/month, an environmental fee of $16.25/load, and a varying fuel recovery fee of approximately 5.38 percent of the disposal fee.

The intent of the agreement was to establish a negotiated rate of disposal and to secure a location with a close proximity to League City. The utilization of the North County Landfill (located at the southern end of FM 270 & FM 646) significantly reduced travel distances for Crowder Gulf, Texas Department of Transportation (TxDOT), and City debris removal forces. Use of this landfill contributed to a substantial reduction in the overall duration of the event.

The City’s combined North County Landfill disposal cost as of November 13, 2017, is approximately $907,519 and reflect disposal costs for the City’s, TxDOT’s, and Crowder Gulf’s collaborative debris removal efforts. Disposal costs, loads, and total disposal volumes, for individual efforts are as follows:

Crowder Gulf: $786,500
