Consider and take action on a resolution authorizing a professional services agreement with Dannenbaum Engineering Corporation for the West Side Well and Booster Pump Station Project (WT1707), in an amount not to exceed $264,873.10 (Director of Budget & Project Management)

 

Background:

Approval of this resolution will authorize a professional services agreement with Dannenbaum Engineering Corporation (DEC) for the design and construction phase engineering services related to the West Side Well and Booster Pump Station Project (WT1707).

 

The purpose of this project is to provide additional water supply to the City’s water distribution system and a redundant water source to the Bay Colony and the south-central areas of the City. The site for this station is a 2.118-acre tract of land, located on Calder Road, at the southernmost point of Bay Colony/League City. The site has direct access to the 39-inch GCWA Water Transmission Line and the City’s 24-inch Water Distribution Main. Bay Colony’s only source of water supply is from the City’s Calder Road Booster Station. Currently, there is no redundant water supply. The addition of the water well at the southern end of Bay Colony/League City will enhance the availability of water supply during peak demand periods. The 2.118-acre tract of land is currently owned by Galveston County Municipal Utility District No. 14, and the City is pursuing its acquisition.

 

The plans for this Well and Booster Pump Station includes a backup/demand 1500 gallons per minute water well, a pump building with four 500 gallons per minute booster pumps, a 0.5 MG welded steel ground storage tank, an emergency generator, SCADA system, chemical feed system, and misc. mechanical, electrical and site work. The site piping and design will accommodate future expansion of the pump station and water storage. The construction estimate for these improvements is $3,119,300.

 

DEC was approved as one of the City’s approved short listed professional service providers for water and wastewater design services (Resolution 2017-114).  It is further beneficial that DEC is the Municipal Utility District No. 14’s engineer.  DEC was the design engineer for the majority of the municipal infrastructure within Bay Colony and they have access throughout the district as well as their own records of the area’s existing infrastructure. DEC has already provided a preliminary design of a Water Plant on this site for Municipal Utility District No. 14.

 

DEC has submitted a proposal to perform the design and construction phase services for the West Side Well and Booster Pump Station Project in an amount not to exceed $264,873.10. which includes the following:

DEC’s fee is less than the Harris County fee curve (8.22%) for similar projects.
