Consider and take action on a resolution authorizing a construction contract with Mar-Con Services, LLC for the St. Christopher Avenue Reconstruction Project (RE 1702D), in an amount not to exceed $2,117,098, and authorizing the expenditure of an additional $251,950 for a construction work change directive budget and construction material testing services budget (Director of Budget & Project Management)

Background:

Approval of this resolution will authorize the award of the construction contract to Mar-Con Services, LLC. for the construction of the St. Christopher Avenue Reconstruction Project, and authorize funds for a construction work change directive budget and construction material testing budget.

This project involves the reconstruction of St. Christopher Avenue to a concrete curb and gutter roadway, approximately 2,200 linear feet in length, 28 foot wide and includes 6 foot sidewalk for the length of the street. Also included is 2,770 linear feet of new water lines and regrading of the ditch along Abilene Street.

Sealed bids for the project were received November 14, 2017 (Bid No. 18-009). Mar-Con Services, LLC. submitted the lowest bid in the amount of $2,117,098. Attached is the City’s engineering consultant’s recommendation of award, along with the bid tabulation.

Staff requests the approval of the award of the construction contract and the authorization of funds, as follows:

1. Construction contract with Mar-Con Services, LLC. in the amount of $2,117,098.
2. Construction work change directive budget in the amount of $211,710 (10% of construction amount) that will allow staff to approve minor field changes to expedite decisions and avoid possible construction delays and/or damage claims by the contractor.
