Consider and take action on a resolution amending the City’s General Design and Construction Standards Manual (Director of Engineering)
Background:
Approval of this resolution will amend the City's General Design and Construction Standards Manual, which consolidates the large majority of typical standards needed for the development or redevelopment in League City and compiles them into a single location. This manual was first accepted by City Council on September 29, 2011 and revised for the first time in 2013.
The 2017 revision is done in conjunction with revisions to the “Subdivision and Development Ordinance”. The General Design and Construction Standards contains the general requirements of the Engineering and Public Works Departments for the design of public storm sewers systems, water and sanitary sewer systems and street construction.
This revision is intended to bring certain chapters up to current construction standards, eliminate overlapped requirements with the “Subdivision and Development Ordinance” and to ensure requirements are in-line with the City’s current master plan requirements.
The major revision changes are as follows:
· Section 101.1 - Purpose. This revision notes that the City Engineer will replace the City Council in final City acceptance of development(s). This will expedite the acceptance process saving the development approximately 30 days.
· Section 204 - Plan Submittal Requirements. This revision updates requirements for Development Plan Submittals.
· Section 304.4 - Drainage Easements. This revision notes that all Commercial and Residential Detention facilities will be considered private with the City only have drainage and access rights through the facilities.
· Section 602.3.14 - Sidewalks. This revision would require the installation of sidewalks on Collector and Arterial Streets to be constructed on both sides of the roadway and be a minimum width of five-feet (5’).
