Background:

Approval of this item will authorize the Fire Marshal’s Office to submit two grant applications: one to the Office of the Governor - Homeland Security Grant Division 2018 State Homeland Security Program and one to the Office of the Governor - Criminal Justice Division Justice Assistance Grant Program.  The purpose of both grant applications is to receive funding that would allow the City to purchase of a 26-foot custom Fire/Arson and Explosions Investigation/Command Trailer.  The proposed funding of $195,000 for the trailer would be 100% funded through either grant program, if awarded.  City staff wishes to maximize the City's chances of receiving such funding by submitting two grant applications to different divisions within the Office of the Governor.

The 26-foot custom trailer would be divided into three separate sections. The rear 8-foot section of the trailer would be the fire/arson and explosives investigations section. In this area the Fire Marshal’s Office would be able to house the necessary tools to conduct scene investigations.

The center 10-foot section of the trailer would serve a dual-purpose. When deployed in an investigation capacity, this section would allow for an investigation work area. Furthermore, when this equipment is deployed in a command center capacity, this area would be utilized as a communications area.

The forward 8-foot section of this trailer would also serve a dual-purpose area. While deployed in an investigation capacity, this portion of the trailer would be for video/audio recording and allow for electronically recorded...
