Consider and take action on Ordinance No. 2018-05 amending Chapter 114 of the Code of Ordinances of the City of League City, Texas entitled “Utilities” by amending Article IV therein entitled “Rates and Charges” - Second Reading (Director of Finance)

City Council approved the first reading, 8-0-0, on February 13, 2018.

Background:
Approval of this ordinance will authorize an amendment to the rates and charges section of the Utilities Ordinance. The council last took action to update the water and sewer rates, fees and affected ordinances on August 11, 2015. Since that time, an update to the billing software, as well housekeeping updates dictate the need to update ordinances.

In May 2018, the new Utility Billing module within Tyler Munis will be implemented. In order to provide billing and maintain accounts in a manner that the software is capable of managing, an amendment to the ordinance is necessary. Upon review, many of the ordinances needed housekeeping updates to align with current technological updates.

The amendment to the rates and charges will authorize staff to update procedures for transitioning to the new billing system, as well as aligning with technological updates, including applying for service via email, applying deposits, not previously requested with good payment history, to final bills, and elimination of one free automatic-system penalty for each account number. This approval will also enable staff to authorize an outside contractor to test water meters measuring 3-inch meters and larger, upon request, at the customer’s cost. Unlawful use of water includes tampering with or damaging of the waterworks or sanitary, sewer systems, cover or obstruct as to hinder the water valve box or meter box. The Utility Billings Manager will have the discretion to reduce certain utility charges that have been incurred due to a customer leak once every 12 months.

City Council approved the first reading, 8-0-0, on February 13, 2018.
