Title

Consider and take action on a resolution authorizing a construction contract with RJ Construction Company for the Clear Creek Village Lift Station Relocation Project (Bid No. 18-005A), for an amount not to exceed $790,000.00, and authorizing the expenditure of an additional $91,200.00 for a Construction Work Change Directive budget and Construction Material Testing Services budget (Director of Budget & Project Management)

 

Background:

Approval of this resolution will authorize the award of the construction contract to RJ Construction Company for the Clear Creek Village Lift Station Relocation Project (Bid No.18-005A), in the amount of $760,000.00, plus an incentive bonus of up to $30,000.00, and authorizing the expenditure of an additional $91,200.00 for a Construction Work Change Directive budget and Construction Material Testing Services budget.  This is a federally funded project, and the above costs are reimbursable through TxDOT as noted in the standard utility agreement per Resolution No. 2017-92 (see attachment 6).  

 

The City is providing an incentive to complete this project ahead of the scheduled contract deadline to avoid construction delays for the TxDOT Interstate 45 Widening project. The contractor shall be entitled to earn an early completion bonus of $1,000.00 for each calendar day that Substantial Completion has occurred before the date established for Substantial Completion up to a maximum potential bonus of $30,000.00.

 

This project is for the construction of a new Clear Creek Village Lift Station to replace the old lift station that must be abandoned and demolished to accommodate the IH 45 expansion project from the Harris County Line to 0.452 miles south of FM 518.  The old lift station is now located within TxDOT’s expanded right-of-way.  Included in the construction is a generator replacement and odor controls.

 

Per Utility Agreement U14908 between the City and TxDOT approved by Resolution 2017-92 under Agenda Item 10G, TxDOT commissioned HDR Engineering for the design of the lift station replacement and will reimburse the City for its construction costs.

 

Sealed bids for the project were received February 13, 2018 (Bid No.18-005A).  RJ Construction Company submitted the lowest bid in the amount of $760,000.00.  Attached is the resolution document, HDR’s recommendation of award, bid tabulation, standard form of agreement, and project aerial location map.

 

Staff requests the approval of the award of the construction contract and the authorization of funds, as follows:

1)                     Construction contract with RJ Construction Company in the amount of $760,000.00.

2)                     An early completion bonus of $1,000.00 for each calendar day that Substantial Completion has occurred before the date established for Substantial Completion up to a maximum potential bonus of $30,000.00.

3)                     Construction Work Change Directive budget in the amount of $76,000.00 (10% of construction amount) that will allow staff to approve minor field changes to expedite decisions and avoid possible construction delays and/or damage claims by the contractor.

4)                     Construction Material Testing Services budget in the amount of $15,200.00 (2% of construction amount). The concrete and soil materials used in this project require testing in accordance with the contract documents, whereas the City is responsible to employ and pay for services of an independent testing laboratory.

 

This project is anticipated to take 180 calendar days from the notice to proceed.

FUNDING

{X} Funding is available in the amount of $881,200 from Revenue Supported Miscellaneous Capital Projects Fund 1055.  Expenses will be charged to WW1706-CONSTRUCT-CONSTRUCT-RS CASH and reimbursed by TxDOT.
