Consider and take action on a resolution approving the City of League City’s Emergency Pumping Policy (Director of Engineering)
Background:
Approval of this item will approve a resolution for a City of League City’s Emergency Pumping Policy. The purpose of this policy is to describe the procedure, methods, and considerations to be used and observed when operating emergency pumps for assisting in draining a leveed subdivision with controlled discharge structures during excessive rainfall and flooding events.
Highlights of this policy includes:
· Pump staging will take place within 24 hours of a Hurricane making landfall in the League City area, or when 8” of rain is forecasted within a 24 hour period or when direct field observation by the Director of Public Works or his designee warrant the pump to staged.
· Pump will be activated when the detention pond has a minimum of five feet of water in it.
· Monitoring of the pump when activated will be at a minimum of every 2 hours and the pump will be turned off when the detention pond is observed to be holding two feet of water or less. Pump will stay in the staged area once deactivated until the storm event has passed as determined by the Director of Public Works or his designee.
The implementation of this policy will require labor provided by City Staff and the purchase of a high-volume pump. Staff recommends a trailer mounted, eight inch (8”), diesel-driven, dry prime pump with a discharge rate ranging from 2,800 to 3,200 gallons per minute (gpm). Pricing for the pump, including applicable hard suction and hard discharge piping, will vary from $65,000 to $70,000 depending on bids. Staff may return to Council requesting a Budget Amendment if this policy is approved.
