Consider and take action on a resolution to accept the conveyance of water line and sanitary sewer easement from League City Investors, Ltd. to serve the Franklin Business Subdivision commercial development located in the 3900 block of East FM 646 (Director of Engineering)

Background
Approval of this resolution will accept Water Line and Sanitary Sewer Easements from League City Investors, Ltd associated with the extension of public water and sanitary sewer lines to serve the Franklin Business Subdivision commercial development located in the 3900 block of East FM 646.

In order to obtain City water services, fire protection and sanitary sewer services to serve the commercial development of the Franklin Business Subdivision, it is required, at no cost to the City, that a public water line and public sanitary sewer line be designed and constructed within dedicated easement(s). This item is for the conveyance of required easements to the City.

This is similar to a set of easements presented and approved by City Council on March 27, 2018. The previous easements were located in the northeast corner of FM 646 and South Shore Blvd. These proposed easements are located on the southern side of FM 646 on the eastern property line of the development proposed in the 3900 Block of East FM 646.

As was noted in the previous easements, this agreement is structured to ensure any allowed encroachments into the easements would not interfere with the Water and Sewer mains or hinder City forces from maintaining these mains. The easement document shows where sign footers can be placed (See Exhibit B of the Easement Conveyance Document), but in this case, there would be minimal overlap for locations of sign footers falling within the proposed water easement and sign footers would not be allowed within the proposed sanitary sewer easement.
