Title
Consider and take action on a resolution authorizing a Professional Services Agreement with TBG Partners for the design of the Hometown Heroes Park 5K Loop Project (PK1803) in an amount not to exceed $93,000 (Director of Budget & Project Management)

Council postponed item 7-1-0 on May 8, 2018.

Background:
Approval of this resolution will authorize a Professional Services Agreement with TBG Partners for the design of the Hometown Heroes Park 5K Loop Project (PK1803). The project was approved by the 4B Board in January 2015.

Construction of the 5K Loop will provide a safe route for runners/walkers. It will also provide the only decomposed granite loop trail in the City and will serve as a potential venue for 5K runs instead of city streets.

This professional services agreement includes preliminary design to support a potential Texas Parks and Wildlife Grant due by February 1, 2019 which is currently being prepared by staff. TBG Partners has provided a rough layout of the trail and construction estimates. The rough trail route is attached.

Council postponed item 7-1-0 on May 8, 2018.

Staff has identified three options for the project design:

1) TBG designs trail ($93K)
a. This option includes geotechnical and survey work.
b. TBG will provide enhanced graphics for public presentations, including 4B Board and Parks Board presentations.
c. This option will require roughly 200 hours of City Parks Planner/Project Manager time for grant application and project management oversight of project.

2) TBG designs trail and City Parks Planner/Project Manager coordinates some areas of work ($79K)
a. This option includes geotechnical and survey work.
b. TBG will provide enhanced graphics for public presentations, including 4B Board and Parks Board presentations.
c. This option will require roughly 290 hours of City Parks Planner/Project Manager time for grant application, project management oversight of project, and construction phase services.
